Company Overview
In March 2014 Faxton St. Luke’s Healthcare (FSLH) and St. Elizabeth Medical Center (SEMC), located in Utica, New York, affiliated under the Mohawk Valley Health System (MVHS). The system has nearly 4,200 employees (FTEs), an operating budget of $523 million, 571 acute care beds and 202 long-term care beds. MVHS serves Oneida, Herkimer and Madison counties.
MVHS provides a wide range of services for the communities including:
- St. Luke’s Campus with 370 acute care beds
- St. Elizabeth Campus with 201 acute care beds
- St. Luke’s Home with 202 long-term care beds
- St. Elizabeth College of Nursing
- St. Elizabeth Family Medicine Residency Program
- Senior Network Health, a Medicaid Managed Care Program
- Visiting Nurse Association of Utica and Oneida County

Company History
Mohawk Valley Health System
Faxton St. Luke’s Healthcare (FSLH) and St. Elizabeth Medical Center (SEMC) affiliated as the Mohawk Valley Health System (MVHS) in March 2014. MVHS is governed by a single, 18-member board of directors, with nine members from FSLH’s board and nine from SEMC’s board. MVHS operates under a single management team.
Scott H. Perra, FACHE, is president/CEO of Mohawk Valley Health System. He joined St. Luke’s-Memorial Hospital Center in 1985, becoming executive vice president/chief operating officer in 1989 and remaining in the position through the Faxton Hospital and St. Luke’s-Memorial Hospital Center consolidation beginning in November 1998. He was appointed president/CEO in January 2009.
The hospitals’ roles collaborating in the Mohawk Valley Heart Institute and the Central New York Diabetes Education Program exemplify their ongoing commitment to providing accessible, quality healthcare to the community. Both FSLH and SEMC serve the geographic area of Oneida, Herkimer and Madison counties. MVHS is an integrated delivery system with 4,200 full-time equivalent employees and a combined operating budget of $537 million.

A not-for-profit healthcare organization, FSLH includes St. Luke’s Home, Senior Network Health, Mohawk Valley Home Care and Visiting Nurse Association of Utica and Oneida County. Our Adirondack Community Physicians medical group offers eight primary care offices located throughout Oneida and Herkimer counties and multi-specialty providers including general surgery, orthopedic surgery and neurosurgery. The organization has 372 acute care beds and 202 long-term care beds.

Also a not-for-profit healthcare organization, SEMC offers inpatient services in general medicine and surgery, intensive care, intermediate care, cardiology, orthopedics, psychiatry, pediatrics, oncology, urology, ENT and gynecology. In addition, the Medical Center operates a network of 15 primary and rehabilitation care sites in Oneida and Herkimer counties that includes the St. Elizabeth Medical Group. The Sister Rose Vincent Elizabeth Family Medicine Center provides patient care services for the whole family and is also a teaching facility for new physicians. SEMC also manages the School-Based Health Center located at Kernan Elementary School. St. Elizabeth Home Care serves patients in their homes and St. Elizabeth Health Support Services offers respiratory services and durable medical equipment to patients in their homes. SEMC has 201 acute care beds.

Both hospitals accept all major insurances and have designated charity care programs to help provide for individuals without insurance.
St. Elizabeth Medical Center remains a Catholic hospital. The Sisters of St. Francis of the Neumann Communities and the Syracuse Diocese were instrumental in developing the final plan. The affiliation will help to enhance services for the Mohawk Valley through collaboration and support improved clinical quality throughout the system.
